Yes you can access the internet without a CD Rom.
You can also play games both online and offline without a CD Rom drive.

One way to play games that require a CD is to use a second computer to make an image of your Legal CD, and use some form of virtual CD software (like FarStone Virtual Drive)

It's also great for kids as it keeps them from messing up the game CDs

Of course, a matter of fact when do you use your CD/ROM when you are browsing on the internet. The CD/ROM is basically used to install a program.
The same thing with internet games, unless you are playing a game which needs the CD.

Yes to the first question and no to the second question, however, if you want to play games on the internet that are role playing games between people you will need a CD of the game, but if you just want board games and such as yahoo has, then no you do not.

I run abode windows 7 so i visit not play diablo a million and may want to and magic. are there the different video games like that, that run abode windows 7 without information superhighway?
