My iron on needs to be ironed on more. can i do that by putting wax paper over the design and ironing? or do i need to use the backing from the paper? does parchment paper work? anything else?

I think you are out of luck. What makes the iron on transfer and bond to the T-shirt is the heat of the iron being applied to the back of the iron on. Once this has cooled, I don't think you will ever get it to bond well in the areas that didn't take hold. Wish I had better news for you, but you will be more careful in the future when doing this procedure.
