The information you provided is not enough. Here are some questions you should answer to get your answer:

1. Are you using a Laptop or Desktop?

2. What is the Processor Model? (Intel Celeron M,D, Pentium 4 AMD 3200)

3. What motherboard do you have? (desktop) If laptop look at the manufacture website for a manual.

4. Have you upgraded the Processor before?

5. What is the processor System Bus Speed?

6. What specific processor does your computer take?

If you read your motehrbaord manual it should tell you a maximum and minimum speed and what processor the computer can take. If you have a 1.6ghz I am assuming you can not go 3ghz Processor I am assuming you can go up to 2ghz. (This is an assumption without more info)

If you do ask a question then please post your motherboard and your processor that your computer is currently running.

You can overclock it by changing the bus speed in the BIOS but it can be hazardous as you will need extra cooling etc. The easiest way is to get your motherboards specs, chipset, socket and find out which CPU the motherboard can take.
