I have taken my problem with the D.O.N (director of nursing) to the top person in my facility, and nothing has been done to her (possibly because shes the administrator's niece). Who can I report to now to possibly get my word through to (without getting a lawyer). She's harassed me multiple times, and she isnt even competent to do her own job. Please help me find out who I can report this to who might get something done with her!

Is this a union / management situation? If so, go to your shop steward. If not and it is harassment, then there should be a harassment procedure posted somewhere or available at HR. You are aware that this thing could backfire and get you sacked which will then give you recourse to the State or Provincial authorities. You might be able to go to them now if you are convinced you can't get a resolution in-house.

Thats an easy one per say. Its the chain of command, everyone has a boss, even the director has a boss. Find out who that is and take it to them, and usualy if someone starts asking who the boss's boss is heads will turn pretty quickly and mabey something will get done. Sometimes its a serious pain, but take up the chain.

Contact the state Department of Labor. They will handle it. Before you call, outline all the times she harrassed you, what she said or did, and the dates (if possible). Give them an outline of what happened. They will start an investigation.

You could always contact a lawyer to sue them, since they aren't doing anything to help you.

If you don't want to consult a lawyer, transfer elsewhere.
