Mostly just the guy teenagers wear saggy pants but whatever lol. They wear saggy pants because it is the in thing. All of the Celebrities are wearing them now. Also it can make them look slimmer.

I thought that whole thing was going out of style. But evidently, not completely.
Supposedly, it was originally to imitate men who'd been in prison. They don't worry too much about giving the inmates clothes that fit. Or so I've read. I don't have first hand experience.
