Why is it that Cal-Trans builds a perfectly good road and then several weeks later they dig up a 1foot strip down the side of it. Then fill it back in, and within a month there is a huge grove where the semi- trucks drive. Can anyone tell me why they do this please.

Because if they actually fixed the bad roads, they wouldn't be able to get as much money from the government for road repairs.
This way they can ALWAYS say "Just look how bad the roads are!" "See, we need more money to fix them!" It also is job security.
