they will know of a master clockmaker, who may be able to assist you in your quest

Is this for your personal watch or as a design to sell. Any of the big names will make you a custom watch. If you want to become there designer, you will have to submit designs that attract their attention and are better than what their own people are doing.
Not sure how you do the latter, possibly contact an Interior Design school, the former only needs cash.
