Only if it's relevant. If the issue is morality, it usually is. But when it comes to efficacy, it sometimes isn't. At times you may need to rely on the hypocrite, or the hypocrite may have good points. Any fact of his hypocrisy in complying with his points is outweighed when his points are sound. Too an extent, pointing out hypocrisy may constitute an ad hominem.
