I shall begin by responding with another question.
At what point is a life innocent?
I assume, of course, that you are referencing the various reasons why a mother may or may not be entitled to abort the life of her unborn child.
This perhaps is not the response you are seeking but consider this, if you will. What if the mother of Adolf Hitler had somehow been able to see the atrocities her son would commit against mankind. Perhaps she could not have aborted him in any case. Yet, if she had done so she would have saved countless
lives for the one she aborted.
Now examine this, if you please. At what point in Hitler's life did he lose his innocence. It is I hope you realize a process and does not occur in one singular moment. It is rather, a series of steps.
Sometimes, in our lives, we merely have to make a choice. Nothing more and nothing less. As we are mortals we are not without fault and therefore cannot make perfect choices. That is why we later question, even regret things that we said or did or "decided-to-do" in the past.
What you say or do to another, even in your thoughts, you do the same unto yourself. The same holds true for murder as well as the taking of innocence. This is why you often witness drastic, sometimes shocking change in the young men who return home after a war. They are not the same people that you once knew and they never will be again.
Why is this?
If you take something from someone and you do not give something back in return (either to the giver or someone or something else down the road) then you must pay and pay dearly for your act of injustice.
As an example, I refer back to the young men returning from war. They have killed, they have maimed. Unless or until the same is done to them they shall find no rest... no sense of justice. And therefore, the continue on in their suffering, often
indefinitely.
To answer your question, the answer is that it is always murder when you take anyone's life, innocent or not. Not only do you commit murder against someone, you commit murder against your own self. You quite literally rip out and forever destroy a part of your own self.
Yet, there is always forgivness...for ANYTHING....NO MATTER WHAT!!!!

When you have a uniform on and the other person was a "suspected terrorist."
Not saying all of our soldiers are murderers... but...two words, My Lai... and that wasn't an isolated incident.

in my opinion..NEVER..but you can do it accidentally..
when that happens, it's ok because you couldn't control it..
like car accidents, sometimes you end up killing someone because they either popped out of no where or you were drunk..
