Bare bones, I'm certain you need front and rear bumpers, license plates and registration, headlights, at least one break light, two tail lights, turn signals, seat belts, an exhaust system with a catalytic converter and muffler and insurance. Other than that, you will obviously need brakes and a few other logical things. There are limits to horsepower, colors of your lighting as well as other specifics. Check with your local DOT for more specifics.

Street legal means what is required by DOT the year the car was made or is approved for the car by DOT. All lights, horn, brakes, and any other safety equipment must work. Your tires must have good tread. A car must be close to what it was like new, some states will give a little here and there.
