Yes, everthing can be a ratio to 1. The reason is you can divide any number by itself to get 1, as long as you do the same to every other number... For example, you have a horse race with the odds of 5/2. Divide numerator and denominator by 2 and you end up with 2.5/1. Not as clean as 5/2, but a ratio to 1 nonetheless.

No. Every ratio can not be written as the ratio of the same number to one, because the definition of a ratio is the comparison of two INTEGERS. So if you have the ratio of 3/2, it is improper to rewrite it as 3/2 / 1. The numerator is no longer an integer.

Of course, not every value will be an integer (ie 1.45 : 1)
