In the fifties, still post war, rationing era; singles and EPs sold as the teenagers could not afford long players. As a result, many rashly put together albums were released, with several a year by Elvis for example. This explains why artists like Sinatra and soundtracks like Oklahoma or West Side Story or The King and I spent months/years at the top of the charts. It changed in 63/64 with artists like the Beatles and Dylan as albums became more accesible to teenagers with more disposable income
Creatively, its relative.
Now its completely different where an album is the mainstay of an aritist. A complete shift in buying as sales figures clearly show.
In terms of a body of work, Pink Floyd, Dylan, Simon and Garfunkel, Marley and Marvin Gaye would be up there in my opinion.

Bruce Springsteen. Although he had a lot of hit singles in the 80's, you don't really understand how much of a genious the guy is until you listen to his earlier work and the album tracks on stuff he was doing in the 70's and early 80's. Then you can really understand why he's one of the greatest songwriters.
Apart from that, probably Bob Dylan. He put out a lot of albums, recorded and wrote a truckload of songs, most of which are as brilliant as anything that ever hit the big time on the singles charts.

well i just saw graham coxon in concert at the astoria last wednesday 25th oct and he is amazing and also progressing to his 7th yes i said 7th album since finishing with blur and its not that chavvy chartdance music pish either its proper music with a great following buy Mr coxon's albums and give them a listen you will see what i mean.
