just wait they will fall to the ground on their own as the helium inside disapates out. It will take a couple of days or so

since a roof is on the outside of your house, i would recommend using a ladder, a pair of gloves, 1 blanket, 2 slices of bread, a few slices of ham, salami, bologna(which ever is your favorite) your choice of condiments, a slice of cheese and a small bag of chips, oh, and one piece of string about 3 feet long.
have all items except ladder and gloves in bag. put on gloves, place ladder against side of house, take bag and climb up ladder, get on roof. spread blanket, sit down and enjoy view, make sandwich using appropriate ingrediants, enjoy lunch, walk over and grab balloon(not by string already attached, its dirty remember) attach new sting to balloon then climb back down ladder.........simple

put some tape on the end of a broomstick and get them down that way. Or put some rubber gloves on.

put a pair of gloves on then it won't mater if the string is dirty.
