You can't go to Walgreens for photos. You can't ask your neighbor with a Polaroid. It's expensive to try to be an actor.
Headshot prices vary across the United States. Each photographer sets his/her price. A photographer in Atlanta or Dallas will not charge as much as a New York City photographer.
Ask your actor friends for referrals and cost. Call or go to the theatres where you want to try out for local and professional plays/musicals. Ask for headshot photographer recommendations. As you are a beginner, you can probably have 50 headshots printed. Ask the theatres for suggestions on where to have photos printed.
You need a professional headshot photographer that does actor headshots. It's a speciality area.

The standard rate in LA and NYC is about $400. They should give you about 3-5 hours of their time and copies of all of the shots they took on disk. The disk may cost $15 more. In, Chicago, the rate is slightly higher, but never more than $550. The reason being is that there is less competition for photographers. Go to Argentum.com and click on "photographers." You can see a sample of each photographer's work. LA is a good place to go because you'll have more natural lighting opportunities.

My husband has paid for professional head shots and so have I. And as someone else said, the price varies depending on your location. But as a professional actress I can tell you that you don't need to spend a lot of money on head shots if you know someone who can take a good photo of you. I took my husband's most recent head shots and our agents have said they thought they were great. So there you go. I've also paid a LOT of money for a head shot where the session was awful and the photographer never caught "me." If you're gonna pay a pro to take your pictures, check out several photographers before deciding on which one to go with. Look at their portfolios carefully. And see how you mesh with them personality-wise. If I don't "click" with someone, they'll never get a good picture of me no matter how great a photographer they are.

You know you dont have to go to someone professional to do a headshot for you.
If you have your own digital camera or know of any friends that do, then hire them cheaply to take the photos for you.
Heck polaroids are good enough for casting agents.
I spent all of $20 on my headshots. Paid for lunch for a friend who took the pics; took the images to a Walgreens/CVS/Longs and printed it up there ($12)

i dont have an answer to your question but some advice. i heard that some photographers would charge a lot of money claiming that they are very professional. it is only a head shot at the end of the day, so it shouldnt require any special effects. just make sure you shop around, or try getting a friend to take one for you.
good luck

Go to the passport place at Walgreens or something like that.
Shouldn't be more than 10 dollars.
