"Built In" wireless just means that there is already a card inside the laptop that will allow you to connect to an existing wireless network. In order to use it, you will have to have wireless internet in your area that you will have to pay to subscribe to, or a home network that uses a wireless router.

It's free as long as you have your own wireless router at home. If you dont, most places with wireless internet access like cafe's and stuff, charge either a nominal fee or a pay per minute type fee, this is usually minimal, like 5 cents a minute. There are places though that offer free wireless internet access, such as Pima Community College, I don't know, but I would assume a lot of other colleges have free internet.

Wireless ready laptops don't have wireless internet, but they are ready to connect to a wireless connection point.
In order to connect, you still need a wireless connection point, which can either be a public or private WiFi point. Public WiFi can be found at places such as ballparks and Starbucks or Internet Cafes.
Private WiFi is usually done through a wireless router and a broadband connection. You will still need an ISP (internet service provider) and a router that is capable of transmitting 8.011 wireless in order to connect.
