I've tried loads - including Clinique and various fancy brands, but the one that I like and keep coming back to is Boots Botanics. It whips waterproof mascara right off. I also have very sensitive skin and this is the only one that doesn't irritate my skin and cause tightness and stinging. I can't recommend it highly enough.

C.O. Bigelow Rose Wonder Cold Cream. It is a 175 year old formula that has been a favorite since its conception. I love it and buy it in bulk. You can get it at Bath and Body Works. It is $15 a jar, which lasts a long time, but if you want to try it first, go into a store and ask for a trial size which is $5. This is the best makeup remover I have found. It takes off all eye makeup, even waterproof, and it is formulated with so many skin nuturing ingredients. It has wonderful, gentle rose water. It is also fragrance free, non-acnegenic, and non-comedogenic. It is also free of mineral oil, which your sensitive skin does not need.

I use models prefer eye and make up remover this comes in a duo and can be bought from the site below. Probably like me you will say " how can an all in one eye AND make up remover be OK to use on my eyes", but I can vouch for this product as I wear waterproof mascara and it works a treat. You put the remover on a cotton wool pad place over the eye hold for maybe ten seconds then wipe away it is so soft and delicate for the whole face but particularly the eyes it cost £13.95 P & P included for the two bottles the item number is 219118.

The one I've tried and liked the best is Lancome's Bi-Facil Double-Action Eye Makeup Remover. When wearing waterproof mascara, just hold the soaked cottonball over your eye a few seconds to let the makeup remover soak in. Then when you wipe, it should come right off. The great thing is you're not left with an oily feeling like a lot of makeup removers leave behind.

I used to use clinique as well and do agree that for the price is not that great of a deal.
What I have found is SEPHORA's makeup remover. It only costs $7-$8 and the quality is great. I switched to them 2 years ago and can't complain at all.

The cheapest that works really well is the Sephora Brand makeup remover. It works better than the Clinique and only costs like 8 bucks and it's for waterproof makeup. It also doesn't sting the eyes.

If you have sensitive skin I wouldn't use anything like baby oil or petroleum jelly. All the chemicals in those could sting or make your skin red.

I've tried the clinique one and it isnt much good. I now use Lancome Bi Facil which is brill!
If you go to the Lancome Counter in your local dept store and ask them to tell you about it because it has been recommended, they are likely to give you a free sample. It always works for me!
It gets rid of all eye make up including waterproof mascara without scrubbing at your delicate eye area. Its about £17 for a 125ml bottle.

Plain and simple...USE BABY OIL!
I have tried at least five different eye makeup removers and will ALWAYS go back to baby oil. It costs no more than $2 for a huge bottle. Seriously, I have done my research and it is the same composition of expensive eye makeup removers.
You can even buy the big bottle and use it to fill up your old Clinique bottle or a small plastic bottle.
Simply dap a drop or two on a cotton ball and REMOVE AWAY THE GUNK!

im not joking i have tried all kinds of eye makeup removers including cheap and expensive. I tend to use waterproof mascara a lot when i go to the beach etc. I have found the best remover is believe it or not plain petroleum jelly or vaseline! just smear it on and it wipes straight off. its not bad for your skin either! seriously, it works a treat. try it! hope this helps.
