Read the United Nation's " Universal Declaration of Human Rights". Article 25 is an example of the pledge the U.S. government made and is now not fulfilling. The right wing of politics thinks this document is as ocialist manifesto. It isn't. It's a blueprint to prevent nasty war and insurrection and is the legacy of what WW1 and WW2 citizens learned. We have failed to learn the lessons. Demand that you politicians either fulfill this documents pledges or officially withdraw support of it.

There's a lot of people out in places like Skid Row, trying to feed the homeless and provide them a place to live. Some people just out and out refuse the help. There's great ways you can be involved. Just check out homeless shelters in your area, you can donate money - volunteer or organize a food drive. Check out VolunteerMatch to find places you can help.

There are plenty of shelters out there and soup kitchens providing free meals.
There are many, many group homes for people getting off the street. There are free rehab programs in many cities. There is free rehab through the jail system, is someone is caught with illegal drugs. You can get free clothing through many service organizations, including free business clothing for job interviews. Emergency rooms are not allowed to deny care if an uninsured person requires medical attention.
Your local homeless shelter is able to provide a list of all the opportunities to get out of poverty. Otherwise, good old fashion begging will pay for food on bad days and a hotel room on good days. I'm always good for a few dollars if someone asks me.

Hard question, many people living on the street have mental problems and need medical attention and help, some have addictions and need help.
If people want to truly help, go out and volunteer at homeless shelters, raise money for medicine , re-hab centers doctors.
Lobby your local government, for increased funding for settlers and clinics and even mental institutions.
I don't know if this will work, but it seems like a good start.
