We had to do this for a school project once... here are some things people came up with...
Tissue boxs, The bottom of egg cartons w/ neckties wrapped around to keep them on, bubble wrap (the kind w/ the big bubbles) wraped around & held on w/ ribbons, Cardboard & ductape, Sticks held to gether w/ mud&glue, Leaves wrapped w/ tree bark, 2 big flat rocks w/ a spot chisilled out for feet, wraping paper tubes, dishtowels sewn together w/ a hole cut for the feet to go in, and there was alot more...I forget the rest of them, it was a long time ago...
If your doing this for a progect, ok, if you really need shoes, talk to the united way or salvation army or goodwill. If none of these can help you, thrift stores usually sell shoes cheep. If you can't find/afford any of that, go to yard/garage sells, ask politly & explain your story, maybe someone will give you a pair...

I would make moccasins from an old leather coat and probably "shoe-goo" some small bubble wrap into the bottoms for a comfortable fit. Let’s not forget to use some of the leather to make some arch and sole support. Either that or sneak over to the neighbors trampoline and borrow his shoes.

Don't do that... buy shoes... they're fun. If it's for something like a project or for homeless people, you could try a combination of duct tape, garbage bags, and old newspapers.

I'd take some sturdy cardboard and trace my foot on it and them use some cord, punch holes in the cardboard 2 in front 2 in back and crisscross the cord through the holes in the cardboard and voila there is a very primative pair of footwear

I would get an old tire and cut some rubber strips, then I would put holes in them and tie them around my feet with some rope.
