In a question, use the word do. ie: "Why do people say stuff like that?"
In a statement, the word do is not used. ie: "Why people say stuff like that is beyond me." "I can't imagine why people say things like that."

DO is correct. The word "why" is an adverb, so it needs a verb. The verb "say" is associated with the phrase/word "people", so you need another verb in there, the word "DO".
Why do people say that we are in love?
Why do birds sing so gay?

"Why do people say . . . " is correct because "people" is plural (applies to more than one person) -- in example:
"Why do people say he is a big fat jerk?"
If you're asking why a single person says something, you want to use the singular word "does", usually followed by "the" -- in example:
"Why does the man say he is a big fat jerk?"
If you want to know why people do not say a certain thing, it is phrased:
"Why don't people say he is a fat jerk?"

without means , none . it sounds better than being with none..being without..
