The first number is the power so a 10X makes objects look 10 times closer than they are. The second number is the enterence pupil in millimeters. That would be the size of the diameter of the glass that the light goes into before it gets to the exit pupil where your eyes are. The larger the number of the enterence pupil, the greater the field of view.
There is no average (7-12 power is common), but you should note there is different scales of glass used. So if you want to stare at something for a long period of time (looking for wildlife for instance) and do it often (hunter, bird watcher) you will want cleaner glass. Dirty glass (and you won't physically see this, but your brain will) causes headaches quickly and cause the appearance brown dots. Also some glasses are heavier than others, so holding heavy binoculars will quickly wear out your arms. Zeiss sells binoculars for $1,500-$2000, but you can look through them for hours and have no headaches. You can also get binoculars with a built in camera (great for bird watchers).
