Ok, here:
1. make your sim look through the telescope for a VERY long time
2. He/she will be abducted, eventually, and disappear for a while
3. This sim will come back green, and go mad, and the doctor will appear.
4. your sim should be back to normal
PS. The abduction will probably take ages, and might not even happen
PPS. Cheats:free bookcase skills
Buy a bookcase, then have your sim start to study. Interrupt the action so that the book it placed on the ground, then simply sell the bookcase. The book can then do everything the bookcase could have done for free
This is the only one, but I know someone who maximised his sim to FULL skill points by always using elixir of life, do this...

Go buy the sci-fi magazine in a business lot and read it. Your interest in sci-fi has to be full, and then you go out and look through a telescope at night. You get abducted and then you get alien pregnant. Alien babies are weird.

...just to let you know...it is on the description...it is the huge and big telescope...look through a couple to many times and they get annoyed and come and get you...the best place to have this be done is in strangetown...aliens revolve around their...HAVE FUN!

You either look at the clouds or you stargaze with the telescope.
