It is possible you can. You must find the executable file (it must end with ".exe", "setup.exe" might be what you are after )
right click on it. A windows will appear. Go to the tab Combotability and check the option which says Run this program in combotability mode. Then a scroll down box will become white choose your operating system you want your system to emulate ( possibilities are Windows 95, Windows 98/ME, Windows NT 4, Windows 2000 )
in your cause you will select Windows 98. Press apply and then ok. If you did everything as i said VOILA the program runs flawlessly.

Not all. But most of them you can open(some games ont work as well as some software drivers too.)
For others try as following(winXp automatically opens all compatible even they are of win95/98, but some requires this setting),
Right click on the program Select "properties" and then Select the "compatibility" tab.
[Check] "run the program in compatibility mode for" and Select either win95 or win98.
done. Cheers...!

You should be able to open it and use it...I believe you can go up not down with windows. For example, if you have XP you should be able to do things with 98. But if you have 98 you can't do anything with XP.
