Good for you. If you need to go faster there are gears for the rear end axle. Pinion gear. Another choice is overdrive transmission. The engine is already going all it will go. Even with a chip.

You need a "bypass" chip that will not cut off the fuel supply or limit the revs. A stock 84 Caprice is not designed to go at 140 MPH. Unless you have made some serious suspension, frame and brake modifications, you are looking for trouble. Certain speed shops have the chips. You can even eliminate the need for a chip altogether, but need someone who is computer savvy to do it.

The tires man! The car gos as fast as the tires can run safely. The 1994 might need another computer modified by Digital Horsepower to rewrite the GM code for the speed limiter. And there are several things they can do for more timing and fuel delevery

You are gonna kill yourself. A car like that has too soft a suspention to safely handle at those speeds. You are lucky your dumba*s hasnt lost traction and slammed into a guard-rail by now. You need new tires, stiffer shocks, and stiffer springs if you insist on going that fast. Otherwise your stupid a*s is gonna wipe out, and I hope you do because you are the reason it is soo expensive to insure a car today.

It's a tranny chip that limits your speed. There are many companies that can rechip your car. Stillen, B&M, Hypertech, superchips. Each chip does different stuff but they will probably all remove your speed limiter. Read up on them on caprice forumns to see which one is best for your application.

Auto manufacturers frequently utilize chips to control either engine revs or top end speed. It's done to minimize their exposure to product liability claims because factory tires, wheels, suspension and/or breaks aren't designed to support that level of performance.
