What? Homemade?
Only need saw, pencil and ruler/straightedge.
Try on scrap wood first to perfect technique.

Clamp wood down. Measure length of tenon(unless you want a through joint) Cut across piece(watch depth).
Stand piece up, clamp. Cut shoulders. Turn wood, cut cheeks.

Or did/do you mean mortise?
Easy too. Draw outline of tenon size. Chisel inside line. Try fit. Adjust for fit.(be sure it's centered and at the right depth)

Glue and/or nail as preferred.

All you're really doing is making a peg for a hole or a peg and a hole. Don't let the terminology make it sound like it's more complicated.

You could try a machine shop but i think your better off buying a good quality set.
