my laptop doesn't recognise my external modem when I start up Windows?

I have an externel modem fitted to my laptop, sometimes when I start up windows it is possible to connect to the internet .- other times my modem is not present and I have to reinstall it befor I can connect. Why does this happen?

best idea is to have the modem disconnected until the laptop is on the windows screen, since on a laptop the power saving is active all the time, and this can cause a problem with a device being detected.
u can turn this off via the device manager.
