I asked the same question when I left the theater. The friend I was with said she had heard it was all real, nothing staged.
I went out and searched on the internet and found a link to an incident on VH1 where Pamela says:
"I think it's a huge compliment," Anderson said of Borat's obsession with her. "It was great." Asked how she got involved with the film, the former "Baywatch" star turned away for a moment to think, then replied, "I can't really say. I'm sworn to secrecy."
I'm betting she was in on it.

Apparently, in 2005, Sacha Baron Cohen interrupted Pam Anderson's "dog wedding" (don't ask) dressed as Borat, and tackled her to the ground. That one appeared to be authentic, since the story talks about how her security guards immediately tackled Borat--something that was conspicuously absent in the movie. So, I'm guessing Pam had to be in on it this time, or she would have bolted the minute she saw Borat.

She was. Sacha and the crew had planned it with Pamela in advance, though she was not aware of all the details (the sack) all the other people including bodyguards and security were not in on it, so as to make it as real as possible. She has way more brains than people give her credit for.

SHE WAS IN ON IT.
Last year, there was another stunt, where Borat tackled her to the ground on a beach at a wedding ceremony for her dogs. She later told Howard Stern that it was staged. So obviously the autograph session was staged also.

She must have been in on it at least as far as knowing there would be some filming. Probably the same as the other victims. I can't see how she would have been in on the kidnapping. It certainly looks like everyone was at risk.
