I work in rescue, and from my position... No.
I get called to more and more rescue situations every year, however, I do think with shows like "animal cops", people are realizing they do have someone to call and get help if they see an neglected or abused animal.
People who want to be cruel to animals are just becoming smarter, hiding it much better than they used to. Puppy mills are notoriously hard to take down... people often own large chunks of land, and often keep the barn (or group of kennels open to the elements) in the middle of the property, where no one can see, or hear, the animals.
So people in rescue are having a tougher and tougher job every year, not to mention Animal Cruelty laws (at least in my opinion) do not carry a harsh enough punishment to really deter people who want to be cruel, from being cruel.

a sturdy rule of thumb is to write down all of it in a working laptop or pc document, then shop the document and go away it on my own for an afternoon or 2. Then open it and study it as in case you weren't the author. be sure there are in basic terms information, and no anger. Telling how painful it replaced into to video demonstrate or study how this canines died is fantastic. you could admit your thoughts, yet do no longer make wild threats or accusations. you grants your opinion that this is abuse to the animal, and should no longer be condoned by skill of ignoring it and not prosecuting the criminal. And run a spell checker. Spelling blunders like what I see on your message right here do turn people off so as that they would not hear while you're making spelling blunders. cw

Definitely improving. The question is, where to draw the line. On one hand, some think wearing animal fur is appalling. On the other hand, what's so bad about wearing the fur of farm-raised rodents (mink)? I have no problem with that. But I abhor the practice of shamelessly slaughtering endangered wild animals for their pelts. It is heinous to douse an animal with gasoline and set it on fire. But if testing on animals means no more children will die of leukemia or no one else contracts AIDS, then test away. There are house pets out there, thoroughbred horses, circus animals and show dogs, who live better lives than many humans, but nobody is advocating them. So again, I ask, where do you draw the line?

Not here it seems. A woman was just arrested for hoarding dogs. They confiscated over 280 dogs and 30 cats. They said some of the dogs had never even been outside their cages their entire lives. It's sickening. They had to euthanize around 30 dogs because of their condition. The woman was running a puppy mill.

People cruelty doesn't seem to be getting better so I doubt that animal cruelty is getting any better either. Besides, it's fairly acceptable to EAT animals in most parts of the world. Not sure how you define "cruelty", but killing and eating something is about as cruel as it gets and billions of people do that everyday.

Not really... there are still animals lonely and starving on the streets. Cause there will never be a total wipe out of people who act cruelly to animals. There will always be one or two... sad...

No its worse. Here in Florida a man just had 150 animals removed from his possession. 40 were dogs in the house, feces everywhere, and 1 dead dog that animal control didn't know long it had been dead.
