In general, when you have a "what percent" problem, I like to replace "what percent" with x/100.
19.94 is "what percent" of 206.10.
19.94 = x/100 * 206.10
Solve for x
x/100 = 19.94 / 206.10
x = 19.94 / 206.10 * 100
x = 9.67491509 percent
x ≈ 9.67%

Divide 19.94 by 206.10 then multiply by 100 and put a % on the end.
You can figure out your grade on a test or whatever by dividing the points you got right by the total possible and multiplying by 100. Also, if you want to know what you got right on something and you have the percent, work backwards and multiply the percent and the total number of points together. Then divide by 100.
Think of it like this:
19.94/206.10 = x/100
(number) over (number it's out of) equals (answer) over (100);
then solve for x by multiplying both sides by 100. If you haven't done solving for x's then sorry and ignore everything I just said.
