you need to insert a Section Break into your document after page 2.
In your page 3, click View|Header and Footer to move into the header/footer area. But here's the most important action: make sure you click the button on the Header/Footer toolbar that says "Link to Previous". You want to turn this button off so this new header is not linked to the previous header/footer. By unlinking the header, you can enter new content into the header for this section, yet keep the information in the header in the previous section intact.

If you have your document open, you can select PAGE SETUP under FILE (from the Menu bar). Select the Layout Tab and you will see an area called Headers and Footers. Make sure Different First Page is selected. Now you can leave your first page header and footer blank. There is no option that i am aware of that will allow the second page to be blank as well. You may want to do the second page by itself, then cut and paste into the other document. Try the link below as well. Thats where I go when I have a question about any microsoft product. Good Luck!

try using a 'page break' at the bottom of the page where you do not want the header/footer, then select the header/footer for the next page and set it up.
