Usually any party store would have these...but you could also just get strips of black fabric and tie them around the arm...it's so much easier

Usually a little neighborhood gift store has that stuff. Also I have seen them in a Dollar store and also I have seen them in craft stores. There are little shops all over that sell paper goods ( wrapping paper and ribbons and boxes and stuff like that) they always have that stuff too

what hill ? i don't remember any hill . and now you might try Spencer's or a sporting goods store as they generally have arm bands and headbands.
