Most people think it is unlucky. From Answer Bag:
"The number 13 has been considered unlucky for a long time, and by people all over the world. The early Romans thought 13 was a sign of death and destruction. And according to Norse mythology, if you sat 13 people down at a table, that was very unlucky. (Why? At a banquet of 12 people in Valhalla, an intruder -number 13 - caused the death of Balder's son Odin). The number of people at the last supper of Christ and the twelve Apostles confirmed the superstition about the number 13 in withes were believed to meet in "covens" that had 13 members."
The reason some people think it is lucky goes like this: All numbers have some amount of luck. Since everyone ELSE thinks 13 is UNLUCKY, the luck of 13 is not being used up like other numbers. Therefore, for me, it should be a lucky number!! Yes, I've actually had someone say exactly that to me!

it's just a play-on-words. People usually don't think the number 13 is lucky.

I think it is a gambling term. Lucky #13 when you hit it on the slots. But it is unlucky in tall buildings (hence, no 13th floor).
