I recently had a reverse light problem with my Neon which had been rectified after two attempts. I am now having problems with my car not shifting out of First and taking until 4000 rpms or higher to do so. I think I may have a speed sensor malfunction, but my Check Engine light is not staying lit. This leads to my second problem: Could this cause the car not to downshift? I was "standing" at a red light when I noticed that I was a little too far from the car in front of me. I went to accelerate, and It felt like it was still in Second. I almost had to stomp on the accelerator to get the car to creep forward. I am aware that this car has a "fuzzy logic" program which enables the car to adapt to the driver's habits and I an concerned that I may have "confused" it. You see, I like to drive my Neon like the car's a "Manual" by shifting gears to improve performance. Can I reset the PCM by disconnecting the battery or is there some other problem that requires service?

The program isn't confused. That's typical behavior for a slipping transmission. Your car needs to go to a shop for repair. Expect the bill to be around $1200 drive out. If you are handy with repairs and have the tools you can replace it with a factory rebuilt unit for maybe $200 more.
