It means that Mr. Jones originally asked "What day is it?"
When reporting speech, one must set all verbs back 1 tense. Therefore the present simple reverts to the simple past. "is" becomes "was". "today" becomes "yesterday", or "that day", according to when it was said.

Asked is past tense. Was is past tense. Is is present tense. Would be insinuates there is more to come in the sentence...it would be incomplete!
