What would happen in congress if everyone voted against the incumbent, regardless of party, in every election for the next 10 years?

We would be at a stalemate... Congress would hold funds from the President and the president would veto any laws congress tried to pass ... Basically this country would be completely ineffective as a world leader... Years from now people will remember that once great country... Atlantis .. I mean the USA.....

Congress would resemble a group of inexperienced teammates trying to win a difficult match.

Nothing would change as the congress would still be republican. Only the names would change not the policies that drive the parties.
