If I am not wrong, most "Ah Pek"s and "Ah Ma"s just bring their stuffs and "squeeze" out some space at flea markets. I don't know if it's illegal but I definitely saw them doing it! There are no stalls, just a piece of canvas on the floor with their "goods".
Maybe you should check out the papers at classified ads? I have friends who got the "pasar malam" stalls and the pushcarts through the advertisments. Maybe flea market stall would also be available.. As for which section in the classified ads, maybe you would wanna check it out on your own? Come on, The Straits Times how much only?

You will have to physically go there and talk with them about availability and price. If they have space, pay the monthly fee and ask when you can set up.
