I think it's a bad idea, but she says they are "soulmates" and she wants to go visit him.He refuses to visit her, meet her family or friends, or "allow" her to bring someone with her to visit. He also does not want her to stay in a hotel, and says that is a waste of money. I am the only person she has told about this, she is afraid her mom will not let her go, even though she is legally an adult.

Why not go with her to that country and then just keep a close eye on her, but it is really her decision.
