Its preferred you do that,in the letter also mention how much you respect the company and the work it is doing and you are hopeful of getting a response from them soon..but dont make it into a essay ...a few lines will suffice..

No. They will never hold this against you. If the employer on the other end really wants you, they will not against you a lack of a thank you letter for a phone interview.

follow up with something even if it is a cover letter thanking them for the opportunity for the telephone interview. hope you get it

Absolutely ! Saying thank you is never inappropriate! It is a show of character and a must. Something that many people are not teaching their children to do now a days. How sad!

yes you should always thank the person afterwards trust me because i have a couple of friends that have told me that they only hire people who foolow up after the interview.
