I know what determines royalty now, but in the beginning....who decided that some people would be royals?

In my country (Denmark) we originally had lots of kings; these were basically warlords / the most powerful men in their local area. Over the years the kingdoms became fewer, and there would typically be one or two main kings and some co-kings, who'd formed an alliance since none were powerful enough to secure the entire country. This didn't work out very well, since the kings (or their offspring) put much effort into killing each other. Around the 13th century one king, who'd managed to gain control over the entire country declared that his young son would inherit the throne after the king's dead. This was the beginning of the line of kings and queens that has ruled this country ever since, always passing the throne to the oldest child after the death of the ruling king or queen.
So to answer your question in short: Luck and inheritance is the answer, no-one decided that one particular family should rule the country.

Some people say they believed they were descended from the gods. Others say that kings were ordained and chosen by God himself. Either way they believed themselves to be at a higher standard genetically. As they may have believed themselves to be as gods, their rebellious children of their heritage also believed which eventually mocked any god with noble trait. Its never been right for royalty and I dont think it will start to be soon.

when you get right down to it the original founders of most royal families got where they were by being the biggest bunch of murdering cut throats in their area and gained power by lieing and cheating better than their rivals
