No you cannot claim the NSC amount for the year 2006-07. But for the year 2006-07, you can claim the accrued interest amount as 80C.

Since NSC is purchased on 20/3/2006 , the deduction can be claimed for return pertaining to the FY in which it was purchased. That is For FY 2005-06 and Asst Year is 2006-07.

As per the provisions of Income tax act the deduction can be availed only in the income of financial year in which NSC has been purchased.Refer to provisions of Income Tax Act in www.allindiantaxes.com ,
However, if you have not availed the benefit ; you can file revised return and can claim benefit and refund
