I know of such a car, and I wonder if the licensing fee is less; if the insurance premiums are less; if the air pollution controls are different, etc. Is this practice legal?

I would assume that it would be cheaper. The insurance premiums depend on what type of vehicle and any accidents and all that. As far as licensing fees...I'm not sure...I don't think we have them. You have to get a new tag every year. The price goes down as the vehicle gets older, but if I'm remembering correctly, it shouldn't cost over $200. I don't believe we have any air pollution controls. And I would assume that it's legal. I don't see why it wouldn't be.
