They are always arguing about whose turn it is to get on the computer. Aside from using it to do homework, I think they should pay for using it. How much should I charge? and should I charge also for printing? Printer ink doesn't grow on trees, you know!

yes you should
do it like a business would do it..how much does the printer cartridge cost..break it down to how many pages it can print..and charge a little more then that per page printed..and also the amount of paper..break it down per page and charge for that too.
so if it is like 0.03 for ink an 0.01 for paper..and they do two pages then it is 0.03 and 0.01 time two and they get a bill..and make up some number per MINUTE...for the use of the computer..even is it only comes out to two dollars an hour..and add it all up and at the end of the week...Friday..hand out the bills from Sat. to Friday of the previous week...and they can WORK some of the charges off by doing yard work, extra house work ( stuff they would not normally do ) and you can put a SMALL payback price on the house and yard work...this way ..no money has to take place..if they do not want to do the WORK..let them pay in CASH...and if they do not have the cash..they do not use it...I have had my kids go to the library to use the printer there..and there they have to pay PER page...they soon act much better at home..
a friend of mine pays her children 110 dollars a week ....but she also has a charge for everything in the house..the bed, the linen, the clean close, the food and heat, everything..and at the end of the week..they get their allowance ( if they do their chores ) of maybe 5 or 10 dollars..but these kids know what things cost in the real world.... and when they leave a room..they shut the lights off..and when no one is watching TV..it is off.they do not want to get charged for the use...
it works great in her house..I have not tried it yet..but I am going too.

I'd say create a "Whining Jar". Kinda like a cussing jar, only when someone whines they put cash in the jar. When they have whined enough then there might be enough for each of them to buy their own dang computer. Set the stakes hi though. This will help cute down on your actual pay-out for allowances as well. Yes I'm getting chills right now from the cold stares looking at me from those kids.
