O'Malley would remain as mayor if he loses to Gov. Ehrlich on Tuesday. His current mayoral term ends in a little more than a year.
If he wins, he must resign as mayor, of course.
The city charter specifies that the vacancy would be filled by the City Council president, so Sheila Dixon would become Mayor. The vacant council presidency would be filled by a vote of the City Council.
This last happened when Mayor Schaefer was elected Governor in 1986. Council prez Clarence "Du" Burns became mayor.

Only if he resigned as mayor to run for governor would the post of mayor need to be filled. If you chose to remain as mayor while running for governor then lose the race he would stay as the mayor.

Yes.

However, if he wins, the City Manager or Mayor Pro Tem will act as mayor until an independent election can be held.
