In most cases speaking and talking have the same meaning.
In some cases, however, one is preferred over the other and I'm not sure there is an iron clad rule. Sometimes one just sounds right, and you have to learn those situations case by case.
A teacher might say " I need to speak with you after school."
When you get home your mother would say " We need to talk",
not "We need to speak". In general, when people engage in
conversation they are talking. If a person utters words we could say he is speaking or talking. The teacher would say, "No talking in class!", not "No speaking in class."
If someone gives a speech , use "speak".
Example: The professor came to our class and spoke for an hour about physics.
If you spend hours conversing with your friend, you would say "We talked for hours.", not "We spoke for hours."
Hope this helps some.

Here's another angle on it, although I'm not 100% confident. Speaking is somewhat unilateral, whereas talking is a 2-way process - hence the US speaking TO and talking WITH, whereas English prefers TALKING TO, even though we often hear TALKING WITH - an Americanism.

to speak is to make a speech. to talk is to chat or interacting or communicating with someone or having a conversation or exchanging opinion etc with someone.
talking may sounds a bit private or discrete or personal touch where speaking is like its meant for a crowd.
