If people don't want to be outted, then they should be allowed to stay in the closet. The question is also a little offensive. Are you saying to be gay is immoral, even if it is part of the American culture? What goes on in one's personal life shouldn't be news, unless of course they are committing a crime. Maybe it's that because 10% of mankind is gay (so they say) and therefore there are bound to be some in congress, and people are bound to discover their "gayness" at different times.
