A cell phone and a credit/debit card.
Seriously, if you don't know how to use the tools, they'll be worthless to you in an emergency.
For side of the road stuff, get flares or a reflective triangle or two.
If you're talking about winter riding, you need warm clothes and blankets and some food and water. Hiking boots if necessary (especially if you don't always wear the right shoes).
For flats, you can get the air compressor but don't forget to get a flat kit too (something so you can plug the tire).
Get the service manual for the car. They'll have tips on what to look for if there's a problem.
Learn how an engine works. There are three basic things. Air, Fuel and Power. If one of those are missing, the car won't start/run. Anything more complicated than that should be handled with the cell phone and credit card :)
Air - Make sure your air filter is clear, no dead mice or birds nests.
Fuel - Gotta have gas and it has to be able to get to the cylinders so a blocked fuel line could be a problem for example.
Power - Battery dead? Coil failed (loose wire)? Spark plug cracked?
See, the basic stuff is simple. If there's more than that, you need a mechanic.

Well that one chick went a little too crazy. I doubt you need to keep food in a emergency kit unless you drive around the desert or far away from civilization. Although, you are lacking quite a bit.
You should have:
A booster box (usually they come with a compressor and a light)
A spare serpentine belt
A flash light w/ extra batteries
Road Flares
A small socket set (The more tools you have the more likely you can fix the problem and be on your way)
1-2 gallons of water
Jumper Cables
A first aid kit is alway good
The compressor is to air up your tire. If you get a flat and your spare needs air they come in handy

I would pack a prepaid cell phone with a extra battery . flash light (the kind that needs no battery) water, blanket, flare beleive it or not a tampon can serve many other uses : if injured like shot can plug a gun shot wound kinda extreme but unique. spam or other food that requires no refrigeration.

What you need is a simple tool kit. Plus, flashlights, candles, and your reflectors. In Addition, a tire iron jack and your spare tire. You could also pack a small fire extinguisher just in case.

and radio with batteries, candle and matches, jumper cables, emergency blanket, the mini compressor unit is a good idea too. Don't forget band-aids and antibiotic cream....oh and a hammer - because you always need one when you don't have one.
