Definitely go with the Large size.
When using a pattern, if you get different sizes for different measurements, always use the larger one. If you tried to go with the medium, it would be too small in the hips. A little too big in one area can still be worn... too small and it's useless. This also can take into consideration shrinking from laundering.

Are you using yarn to make this sweater? Knitting? Crocheting? If you are knitting or crocheting, you can use the "large" measurements and use smaller (knitting) needles or (crochet) hooks, which will then make up the measurements you seek. Make a test swatch in the pattern design, using a couple of different-sized needles or hooks. When you get the ones that will make up in the measurements you want, use those to create the sweater. (Might even take two different sized needles or hooks, because of the difference between bust/hips.) I've had to use various sizes of crochet hooks on my projects because of different sized yarns -- and the fact that I tend to crochet differently from what the pattern's measurements call for...sometimes my work is larger, sometimes smaller than the pattern, so I adjust my needles to get the measurements...

Go with the large.
Are you knitting or crocheting it? Keep in mind you can make the size to fit. If you're knitting and it says to cast on 40 stitches for example for the medium and 45 for the large, go in between and do this throughout the whole pattern. Because she could very well fit into a medium. Sweaters do shrink in the wash and when you wet block after knitting this does stretch the piece a little bit, so keep all that in mind. How does she usually wear her sweaters, looser or more fitting?

I'd go with L because things always look better a little loose than too tight. I think making a sweater is an awesome gift!

I think that you should go with the Large size because it looks like the Medium is going to be a tight squeeze. I design baby knitted wear.

I personally like my sweaters to be over sized.. unless they are meant to show off my best assets. I would go large.

rule of thumb for sweaters is 4 inches of ease.
