Normally NO but if you seem to have an issue with static in your clothes after the dryer then you should. Personally I use both. I can tell when I didn't use the liquid softener. I think the liquid makes them softer and the sheet makes them smell fresher & reduces static.

No, one or the other should be sufficient. Fabric softener is fabric softener, it is optional. You don't have to use any, you can use one, or both. Most people believe the liquid makes clothes softer than sheets but the sheets usually work best for static. Remember, these work by coating your laundry. You should not use them on childrens sleepware or any flame retardent fabric. You will find that your towels, both dish and bath will become less absorbent.
I prefer using vinegar, it helps remove detergent from the laundry so my laundry smells fresh not perfumey. (1/2 C to 1 C per load.)

You do not "have to" use either one. Nor do you need to use both.
Keep in mind that these are petroleum products. Both for environmental reasons ( many reasons here) and to maintain the absorbency ( think bath towels, athletic wear, sheets, diapers, etc.) and or flame retardance of fabrics ( such as child's PJ's) or other special fabric finishes such as insect repellancy, or SPF rating , it may be best to avoid using these products at all.
In many ways these products and the feeling that we "must" use them is simply a result of the indoctrination of the advertising industry, and our society of over consumption at any cost.
If you feel you "must" use them at all, please do so sparingly,and carefully consider each use, each time.

No. I just use the liquid and everything comes out just fine. It's a waste of $ to do both. I do think that the liquid does a better job.

No you don't "have" to use the sheets. But it will make your cloths softer and they will smell equally as good!!!
