First come up with a business plan as this is a very competitive field. The next thing is you will need to get an office space as this is not the type of business you could do home based unless it is a virtual temp agency where you place people that could work from home. You would need to get people to sign up for your service. Also you need to get employees to fill the spots that you obtain through companies. Call small businesses and try to get them to sign up. One niche would be to place employees in homebased businesses as this is hard for homebased business owners to find. You also need to find out more about how to set up from the local SBA. They will show you how to set up.

Go to http://www.score.org/ to find the nearest SCORE chapter. Contact them to arrange for a free one on one meeting with a SCORE counselor about starting a temp agency.

SCORE is a nonprofit organization. They provide a public service by offering small business advice and training. .

SCORE's 10,500 volunteers have more than 600 business skills. Volunteers share their wisdom and lessons learned in business. The volunteers are working/retired business owners, executives and corporate leaders

but what kind of temps?...dental nurses, teachers etc
first you need to work that out and secondly you need to think of any one you may know who could help you build a reputation. so with dental nurses if you know a dentist maybe they could hire temps from you etc...like they says its not what you know but who you know.
