Notepad or any Text Editor.
If you want to be serious learn from the coding side first then move onto WYSIWYG editors like Dreamweaver.

I like Al Inshearah's answer but... If you don't want crappy adverts and it needs to hold a lot of info, well organized, I would just pay for a web server and usually they give you a domain name as well. The fees are very very small nowadays, like 5 dollars a year or every six months or something... anyways good luck. It's hard to find free without any ads nowadays. -Oh and if it has a lot of info that will reach a lot of people you might be able to add google ads to help pay for the server... but then again you don't want ads, but it's another thought!

Get a free editor - Nvu is good, and then pick a design from Open Source Web Design www.oswd.org which has thousands of free designs to use. You can then edit the one you chose to suit your own requirements
