Wait until she is under the influence and the kids are being ignored and abused then dial 911... the cops will have to respond and do a report which will get her in the system to go to court.
I can't believe the school said not our problem, they are mandatory reporters and have to take any allegation of child abuse to the authorities. Go in person and sit down and talk to them instead of calling.

Keep calling. CPS gets very busy and has to take every call seriously. It's the law. I know this because my ex mom-in-law has called CPS over 15 times on me, and every time they have to come to the house, meet with me and the kids, and verify what's going on. With me, it's become a form of harassment, because all 15 times could have been prevented if she had simply called and asked me what was going on (this is about neglect, not drugs or abuse, and all times I have been cleared, which is why I'm willing to share this).
Keep a record of your calls, and remind the caseworker of your previous calls. Keep names and numbers of who you speak to and when.
IF you know a specific time that it is happening, like you drive by and see it going on, call 911. This will get immediate action and police involvement.

That's right, the CPS should check into it. In our state, under the law,, the agency that is equivalent to CPS has 24 hours to make an unexpected home visit when these types of allegations are presented. Ask to speak to the director if necesary.

The next time she "gets out of line" and "spaced out" - call 911 and insist that they send the police and whoever else to take care of the kids since she is a threat to her own safety as well as to the kids.
Be sure to tell them how violent she is!
That will do it!
good luck!

Lie.
I know this sounds odd, but CPS wants actual events of abuse and neglect. Say that you saw her hit/beat the children. Yelling is wrong, but not against the law. Hopefully, that will get them off thier as*es and over there to check on the kids.

CPS is supposed to be the agency to call. Is there a local child's rights advocate in your area? If so try calling them. Where I live it is called CASA and they will help you.
